Officer's Report
The application site is Ballacowle Farm which is set to the north of the Lhen Road. The application site is within an area of high landscape value and scenic significance.
The building will be located next to an existing group of farm building. This is generally acceptable as it limits the visually intrusion of such buildings within the countryside. I consider the impact of the proposal on the surrounding locality to be fairly limited, as the building will be located between other agricultural buildings of a similar size.
The concrete hardstanding is within the farm complex and would not be readily visible from the surrounding area. This part of the proposal will not adversely affect the visual amenities of the locality.
I therefore recommend that planning permission be granted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a agricultural building as shown in drawing number 3197-01 Rev A ad the site plan revised site plan received on 21st January 2006
C 3. All box profile and colourcoat sheeting must be dark green in colour.
C 4. The building must only be used for agricultural purposes.
