Officer's Report
THE SITE The site represents the curtilage of an existing substantial house which sits on the western side of the Grenaby Road (B41). The outbuildings alongside the house have permission for conversion to
residential use (04/0987). Various agricultural buildings have also been approved (85/0791, 03/0349 and 90/0588).
Planning Status
The site lies within an area of "white land" on the Isle of Man Planning Scheme (Development Plan) Order 1982: immediately across the road is an area of an Area of High Landscape or Coastal Value and Scenic Significance.
The Proposal
Proposed in a contemporaneous application, PA 05/02073, is an extension of the main house, the removal of an existing swimming pool and its replacement with a new garage and new pool/gym although the last elements have been withdrawn by the applicant. Proposed in this application is the use of the outbuildings as tourist accommodation not permanent accommodation, proposed under 04/0987 including a party room and facilities which will be used by the residents of the main house.
Assessment
The out buildings which have permission for use as permanent accommodation are to be used as tourist accommodation. Whilst the applicant requires more permanent accommodation, it is to accommodate their growing family and as such the outbuildings could not compensate for this and replace the extensions which are proposed. As such there is no need for the permanent accommodation in the outbuildings and the applicant would prefer to use them as tourist accommodation. There are no policy objections to this.
The plans are the same as those approved under PA 04/00987 which were amended after approval was granted, with approval of the Planning Committee. The application is supported by Department of Tourism and Leisure.
Department of Transport Highways and Traffic Division are no longer raising an objection: whilst the visibility is not ideal they observe that the speed of the majority of vehicles does not exceed 40 mph and the uses are private residential.

The Department of Transport recommends that the visibility for those emerging from the access could be improved in the direction of Silverdale if the access were moved or the placement of a roadside mirror.
