Permission was granted for the creation of a temporary car park on part of the former Douglas Steam Saw Mills site on Lake Road, Douglas. The site sits between Lake Road to the north and a river to the south, with the Corporation cleansing depot land to the west. The Planning Committee considered three main issues: whether the temporary use was appropriate, the potential impact on the river, and the appearance of the development. Supporting documents including a structural report on the river wall and a method statement for demolition were submitted as part of the application. The application was approved on 10 January 2006, subject to five conditions. The officer had also recommended approval.
The Planning Committee approved the application on 10 January 2006. Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to use of the site as a car-park for a period of two years from the date of this notice; at the expiry of this period, the use as a car-park must cease unless there is by that date planning approval for a further period.
Condition 3
Details of the retained boundary walling and any proposed fencing must be submitted to and approved by the Department prior to the commencement of the proposed use.
Condition 4
Subject to the above condition, the works must be undertaken in accordance with the recommendations/proposals included in (a) the Structural Report received on the 15th December 2005; and (b) the Method Statement received on the 23rd December 2005.
Condition 5
Subject to the above conditions, this relates to drawings numbered 2178/01 and 2178/02 date-stamped 31st October 2005.
