Officer's Report
The site defined in red represents part of a residential site which accompanies Clougher Cottage, located on the western side of the Ballamodha Straight. Clougher Cottage is a very spoiled cottage with a Dutch barn to the rear where planning permission was granted for the alterations and extensions of the outbuilding to provide additional living accommodation (02/1721), erection of replacement outbuilding to provide additional living accommodation (03/0694) and re-building of existing agricultural outbuilding (04/2048).
Now proposed is the provision of a formal parking area for the additional accommodation and a garage alongside. The garage will be 5.7m at its widest and 7m at its longest. It is neatly designed with stonework to match the existing and a traditional door, with space for the parking of one car and a store alongside.
The proposal has no adverse impact on the amenities of the area. The only concern I have is that the accommodation to which this garage will be attached is itself ancillary to that of the main house. The ancillary living accommodation is certainly sufficient to be used as a separate dwelling and did not appear to me on my visit to rely on the main house for anything. Perhaps the erection of the garage could be seen as taking a further step away from the ancillary nature of the accommodation. Having said that the ancillary living accommodation does not presently rely upon the main house for its parking or garaging so the garage will not make a significnat difference to this situation.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a garage and store as shown in drawings P01A and P02 both received on 31st October, 2005.
C 3. The garage may be used only for the storage of private vehicles associated with "Clougher Cottage" or those associated with the ancillary cottage identified within the red line on plan reference P02.
Note: The building may be occupied in association with Clougher House, Ballamodha Straight only, and not as a separate unit of residential accommodation as required by PA 03/00694.
C 4. The external finishes on the garage and store must match those of the associated cottage.
I confirm that this decision accords with Government Circular No 44/05 (Delegation of Functions to Director of Planning and Building Control).
