The application sought permission to erect an agricultural building to the north of the existing farm group at Shenvalley Farm, on the eastern side of the B35 Tosaby Road between its junction with the Eairy Road (B36) and St Mark's. The farm is designated as white land in the 1982 Plan and has a history of permitted development, including a summer house and an extension to an agricultural building. The key planning issue was the visual impact of the new shed when viewed from the Eairy Road to the north and from alongside the farm entrance to the west. The officer assessed both viewpoints after a site visit and concluded that the building would sit amongst the existing farm buildings and would not appear intrusive in either view. A condition requiring a dark-coloured roof was imposed to help the building integrate with its surroundings. Permission was granted by delegated decision with four conditions.
The officer judged that the new agricultural building would be seen against the backdrop of existing farm structures from both public viewpoints, meaning it would not stand out or harm the character of the area. A dark-coloured roof was required by condition to further reduce visual impact.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the erection of an agricultural building as shown in drawings 1695/1, -/2, -/3 and -/4 all received on 5th September, 2005.
Condition 3
The building must only be used for agricultural purposes.
Condition 4
The roof of the building must be finished in dark coloured sheeting (dark grey, black or dark green) unless otherwise approved by the Planning Authority..
