Recommendation 26. The Planning Committee recommends that the appeal by the appellant be dismissed and that the review decision of the Planning Committee be upheld for the reasons stated on the notice dated 20th February 2006. 27. If, however, the Inspector is minded to recommend to the Minister that the application is approved, the Planning Committee would suggest that the following conditions are attached to the approval notice: a. The development hereby permitted shall commence before the expiration of four years from the date of this notice. b. This approval relates to the submitted documents and drawings 1797/1 and AT 756.1 all received on 16th September 2005. c. Obscure glazing (Grade 5) shall be installed in the north elevation of the first floor guest room window and shall be kept and maintained thereafter. d. Prior to the commencement of any building operations, there must be submitted to and approved by the Planning Committee large-scale (1:50 or better) detailed drawings, including sections, showing the removal of the balcony and French doors replaced with a single window at first floor level to reduce overlooking into the neighbouring windows of 113 and 117 King Edward Road. e. The proposed accommodation above the double garage extension may be used only in association with "115 King Edward Road" and for purposes ancillary to the use of "115 King Edward Road" as a single dwelling house.
