The site represents the land occupied by St. John's Steel Services which sits in the heart of Foxdale village. The site is identified as Industrial/Retail which allows potential development for either purpose in order to tidy up what is a very prominent but very unattractive site.
Previously, under PA 03/1144 permission was refused for the principle of an extension to the existing workshop, the erection of a new industrial storage unit and erection of an additional unit for sub-letting, refused for reasons relating to the scale and size of the proposed extension in terms of its visual impact and the resultant decrease in space available for parking and manoeuvring. The applicant was encouraged to consider a more modest extension for the applicant's use only and with information provided regarding the contamination of the site.
Now proposed in this latest application is an extension to the existing building only leaving all of the space between the building and the public highway free for parking and manoeuvring. The height of the roadside wall is to be reduced to provide better visibility for drivers of vehicles emerging from the site.
There is no information about the geotechnical or contamination issues highlighted in the previous application. However, the applicant has indicated that they will do this if they get planning permission and once excavation work commences on site. This seems sensible.
There is no landscaping proposed which would assist the presentation of the site to the highway. This could be controlled by condition if approved.
DoT has requested a deferral pending a full assessment of the proposal. CFO raise no objection subject to SN002. Patrick Commissioners raise no objection but suggest that the roadside wall should be rebuilt and landscaping introduced.
The DoT ht have indicated that they have no objection to the application provided that nine parking spaces are provided. Only 5 and wagon parking are shown but there is plenty of space in the forecourt for parking.
Dd are now not objecting to the application subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an extension to the existing workshop and provision of access and parking all as shown in drawings 01, 02 and 03 all received on 30th September, 2005.
C 3. Prior to the commencement of works on site, the applicant must:
1) have approved by the Planning Authority a landscaping scheme which introduces planting alongside the road to provide a more attractive appearance of the site therefrom and 2) undertake such geological and structural surveys so as to ensure that the site is not contaminated and that if contamination is found, appropriate measures are undertaken as directed by the Environmental Protection Section of the DLGE to enable the approved works to be undertaken safely and in accordance with the approved plans.
C 4. There must be no discharge of surface water to the main foul sewer.
N 1. The applicant should note that once connected to the highway drain, the same will not become a public sewer.
N 2. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
