The application concerned the two-storey coach house at the rear of a large detached property in a residential area. Works proposed included replacing windows on both the rear and front elevations with timber or white uPVC double-glazed units, reopening an original first-floor door opening to install a glazed door with ornamental guarding (a Juliet balcony) facing the lane, and converting the ground floor of the coach house into an integral double garage with an up-and-over door. First-floor rear windows were to be fitted with obscure glazing. The main planning concern was whether the new glazed door and first-floor front windows could cause overlooking into a neighbouring property. The officer concluded that, given existing windows were already present on that elevation, the addition of the glazed door would not create a materially greater overlooking issue. The application was approved under delegated authority with four conditions.
The officer judged the proposals acceptable overall. Although overlooking from the first-floor front elevation was considered, existing windows were already present there, and the new glazed door was not considered likely to cause a significant additional impact on neighbouring privacy. Approval was granted on that basis.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the submitted documents, as shown in drawings HLK/05/0188/1, HLK/05/0188/2, HLK/05/0188/3 AND HLK/05/0188/4, all received on 2nd August 2005.
Condition 3
The garage door shall not obstruct the footway / carriageway at any time.
Condition 4
The building may only be used as a residential use ancillary to the main house.
