Officer's Report
The site represents the building on the corner of Atholl Place, Christian Street and Derby Road within Peel's Conservation Area. The site is within an area designated as Mixed Use on the Peel Local Plan.
Proposed here is the replacement of the existing windows which are a mixture of wooden casements and fixed Georgian pane bowed and flat windows.
The new windows are to be plastic framed and of a similar style. It would be a good opportunity to achieve a better style of glazing. Defer for CO's views.
Conservation Officer'S Report:
Atholl Buildings, Atholl Place is located within the Peel Conservation Area. The building section fronting immediately onto Atholl Place is clearly from the Victorian Era. This section of building has been extended along Christian Street / Derby Road, probably in the 1980's.
The windows currently in place are softwood top opening casements, not particularly in keeping with either the building or the Conservation Area. I regard this application as an opportunity to enhance the streetscape of Atholl Place. There is a very similar building (formerly Looney's) at the other end of Michael Street at the junction with Douglas Road. This has in the main, been a successful conversion of a building of very similar architectural detailing and age.
In my opinion, the 'original' part of the building onto Atholl Place might be better suited to a PVC sliding sash format with the remainder of the windows on the newer extension on Derby Road / Christian Street as a 'half and half' PVC casement. This has been discussed with the applicant and has received his approval.
Recommend Approval of PVC sliding sash format to the 'original' part of the building onto Atholl Place continuing for 3 bays up Christian Street and 3 bays up Derby Road.
The four larger format windows fronting directly onto Atholl Place should be paired up sliding sashes.
The 2 bays of the windows on the newer extension on Christian Street and 3 bays on Derby Road should be a 'half and half' PVC casement format.
This approval only relates to all windows to the First and Second Floor of the above and does not therefore include the Ground Floor.
The applicant is prepared to undertake the replacements in accordance with this recommendation.

This permission relates to the installation of sliding sashwindows in the original part of the building onto Atholl Place continuing for 3 bays up Christian Street and 3 bays up Derby Road. The four larger format windows fronting directly onto Atholl Place should be paired up sliding sashes. The 2 bays of the windows on the newer extension on Christian Street and 3 bays on Derby Road should be a ‘half and half’ PVC casement format. This approval only relates to all windows to the First and Second Floor of the above and does not therefore include the Ground Floor windows. Prior to the commencement of works an amended drawing showing this must be approved by the Planning Authority.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
