We are writing in support of our application for the above approval in principle.
As Commissioners we are mindful that we have a duty to the Ratepayers of Peel to make the best use of the Town's assets and at the same time try and improve the amenities and facilities within the boundary. This application, if successful, could bring numerous benefits ranging from improving the quality of life and enjoyment for the residents of Peel, to creating employment opportunities, to attracting tourists which could have substantial economic benefits throughout the Town. The sale of this site will also generate funds which can be used for the benefit of the Ratepayers.
Recently the Minister for the Department of Industry, Hon Alex Downie M.H.K. was reported as saying there is a severe shortage of available beds and quality hotels on the Isle of Man which is adversely effecting the growth and success of the film industry. Apparently there is enough demand to fill one 50 bedroom hotel 365 days a year for the film industry alone, who are demanding much better quality and service which is now standard elsewhere in Britain. In addition to this there is growth in niche tourism, which the DTL is heavily promoting and tapping; such as Heritage breaks for which Peel has its own totally unique heritage and also activity holidays i.e. walking, golf etc. Therefore we are of the opinion that such a hotel would be sustainable, although the Commissioners would have no financial involvement in its operation or construction.
As this site is already zoned for 'Tourism Use' on the local development plan it is therefore appropriate to consider building a hotel and leisure complex on it. However as hotels can be considered highly speculative, our application also provides for 14 two bed apartments which would be adjacent to the hotel. The potential income from the sale of the apartments would help to reduce the financial risk of the hotel. Obviously constructing the apartments without the hotel would not be desired by the Commissioners and as such we would request a condition to be applied to the approval, if this application is successful, to this effect.
Presently there are a number of facilities occupying part of the proposed site i.e. youth bus, skate-park and basketball court. If we are successful with this application we have land available to relocate the skateboard park area to, as well as the other present amenities, subject to the appropriate planning permission. We would enter into meaningful discussions with various parties to ensure that no one is disadvantaged under this proposal. Hopefully part of the funds released by the site's disposal would be used to improve the present facilities.
The views from Peel Castle and the Breakwater would be unaffected as the hotel complex would blend into the background setting of the headland and would not impinge on the skyline. The proposed ridge height would be no greater than the existing Victorian buildings on Marine Parade. The sea views from Mount Morrison would be maintained and the
proposed two buildings would be spaced, to provide glimpses of sea views from the few effected footpaths that criss-cross the headlands.
We feel this is undoubtedly the best and most appropriate position for a hotel in Peel. As can be seen from the proposed site plan, the hotel would be ‘skewed’ so it directly faces towards Peel Castle across the Bay. Undoubtedly this will be an extremely desirable place to stay or hold a function, especially enjoying the views and the sunsets which Peel is famous for. Whilst it is proposed that part of the existing roadway is incorporated in this scheme for parking, the Peel tradition of ‘kicking the rock’ will be maintained as the Promenade pavement will be fully accessible. The steps down from the Headland footpath would be relocated towards the end of the tennis court.
If the Planning Committee approves this application we feel that everyone stands to benefit, both the ratepayers and visitors alike. It will not only be a tremendous asset and facility for Peel but also for the whole of the Isle of Man and its visitors.
