This application sought approval in principle for a hotel leisure complex, residential apartments, and parking spaces on the former swimming pool site at Marine Parade, Peel, Isle of Man. The site extends from the north eastern end of Marine Parade back to the base of the cliff, and includes the former swimming pool, Marine Hall, and tennis courts. The Planning Committee permitted the application, with the Department of Local Government and the Environment issuing formal approval subject to nine conditions. The officer also recommended approval. The main planning issues examined were the height and form of the proposed buildings and their visual impact on the surrounding area, the nature of the leisure complex element, and the effects on parking, traffic, and highway use. The considerable level difference between the site and the higher ground at Mount Morrison and nearby properties was noted as a relevant site characteristic.
The Planning Committee permitted the application in principle. The Department of Local Government and the Environment formally approved the scheme. Key planning issues considered included the height and form of the proposed buildings and their visual impact, the nature of the leisure complex, and parking and traffic implications.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
This approval relates to the provision on the site of (a) a hotel having no more than 40 bedrooms plus ancillary facilities comprising a restaurant, bar, function-room, and spa; (b) a building accommodating no more than 14 2-bedroomed apartments; and (c) parking spaces as follows- (i) approximately 65 spaces for the hotel, including basement parking; and (ii) two spaces per apartment, including internal, ground-floor spaces.
Condition 3
The application for Reserved Matters must include an assessment of the use, location, and layout of the parking facilities, and detailed design of a turning area on Marine Parade and of the Walpole Road/Marine Parade junction; these should be prepared in consultation with the Department of Transport.
Condition 4
The proposed buildings may be no higher than is illustrated and annotated on the submitted section (reference 04-S027-SHL/01).
Condition 5
The proposed hotel must be completed prior to the occupation of any of the proposed apartments.
Condition 6
Public access to the rocky cliff forming the north-east boundary of the site must be maintained; disturbance or engineering of the Cliff should not take place; the application for Reserved Matters must illustrate compliance herewith.
Condition 7
All services including electricity and telephone where installed must be laid underground.
Condition 8
The application for Reserved Matters must include details of the proposals for relocating the skateboard park and the five-a-side pitch.
Condition 9
This approval relates to the submitted site plan date-stamped 6th July 2005.
