The site is the curtilage of St Ninians Church and Hall on St Ninians Road, Douglas. The proposal revised the car parking layout approved under an earlier permission (05/38) for a sheltered housing scheme. The key change was to give residents and church users separate access routes: residential spaces would be reached from a dedicated residents' access, while church spaces would branch off the primary access route. Ten residents' spaces were relocated to the lower car park. The Department of Transport had objected to the original layout, and this was resolved by widening the access road. As a result of the additional land take required, the church car park capacity increased from 24 to 32 spaces, and the reduction in open space was considered not significant.
Separating residential and church parking into distinct areas with their own access improved the overall arrangement, and the increase in church car park capacity from 24 to 32 spaces offset the additional land take. The Planning Committee was satisfied the changes were acceptable and permitted the application.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to amendments to the layout of the access road and parking arrangements approved under PA05/0038, and relates to drawing number 1068/02/10 Rev P date-stamped 5th September 2005.
