This application sought permission to convert an existing bungalow at Knock Froy Road, Santon into a two-storey dwelling, with a split-level extension providing a sun lounge and a garage beneath. The works would have substantially extended the property both outward and upward. The site sits in the countryside within an Area of High Landscape Value and Scenic Significance. The Planning Committee refused the application, finding that while the existing building is modest in appearance, any significant increase in its size and scale must result in a building of appropriately rural appearance and character. The submitted plans were judged to fall well short of that standard. The case officer had recommended approval, noting the existing property is not of traditional character and is some distance from public view.
The Planning Committee refused the application on 3 October 2005. Although the officer had recommended approval, the Committee found that the proposed extension would significantly increase the size and scale of a building within an Area of High Landscape Value and Scenic Significance, and that the submitted plans failed to achieve a finished building of appropriately rural appearance and character.
Site Observations
- •The result is a larger property, arguably more attractive (or less unattractive) although not as traditional as one may have hoped, bearing in mind its location and the efforts made with the alteration of "High Bank" next door
Refusal Reasons
- ✕The site is in the countryside and is within an Area of High Landscape Value and Scenic Significance; in such circumstances; and despite the modest appearance of the existing building, proposals to increase significantly the size and scale of the building should be designed such as to achieve a finished building of appropriately rural appearance and character; the submitted plans fail completely to achieve this objective.
- ✕This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
