Ballakindry Mill is a handsome, detached building situated on the eastern side of the Ballagawne Road (B43) which runs from Arbory Church to the A27 Ronague Road.
Planning permission was granted in principle for the conversion of the building to a residence under PA 04/1655 subject to conditions requiring the retention of the majority of the building and encouraging the applicant to retain the existing aperture at the front and providing integral garaging within the building. Concern was also expressed by DoT dd regarding any proposals for infilling the millrace.
Now proposed are the details of that principle. The existing lean-to extension on the southern side is to be removed and replaced with a new, similar extension on the other side which does not impede visibility for those emerging from the site. The front elevation is to retain the large central aperture but this is to be glazed and the height increased. New windows are to be introduced on the ground floor of the front elevation. The existing windows on the front elevation first floor are to be increased in height by 0.15m and banding and subcills introduced which in my view alter the appearance of the frontage. Four rooflights are to be introduced into the front pitch: the proposed rooflights are not Conservation types (GVA are).
The roof is to be removed and re-established at a slightly steeper pitch resulting in a slightly higher roof, but only by 0.5m. Gable verges are to be introduced which are not on the roof at present and applied to the lean-to on the side. A new oriel window is to be introduced on the southern gable.
Defer for consultation with applicant regarding the above points.
Amended plans have been received - reference 02, 03A, 04A and 07 all received on 4th August, 2005 which address the drainage division's concerns although no confirmation has been received that this satisfy their concerns. They have now indicated that they are satisfied with the scheme subject to their concerns which are controlled under their own legislation.
The applicant has clarified that the verge is the most sympathetic means of sealing the roof, the heritage rooflights as suggested would not provide adequate ventilation, and the timber panelling will screen the suspended joist construction of the first floor.
The rooflights specified - GGL are satisfactory.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the existing building to a single dwelling as shown in drawings reference 01, 02 and P.774-02 all received on 7th June, 2005, P.774-03A, -04A and -07 all received on 2nd August, 2005 and the Conservation rooflight details shown in the brochure excerpt received on 23rd August, 2005.
C 3. The forecourt between the building and the public highway must be set out as shown in drawing 02 but making provision for the protection of the existing tree (shown in drawing reference P.774/03A) during and after paving works.
N 1. For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.
N 2. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 3. The applicant is reminded that permission from the Department of Transport is required under Section 34 of the Land Drainage Act 1934 in order to divert the mill race across the site. The application should submit an application in writing to the Land Drainage Engineer at the Drainage Division prior to any work commencing on site.
