Officer's Report
The site represents the curtilage of the Buchan School located off Arbory Road in Castletown. The site falls outwith the Conservation Area.
Proposed here is the installation of an emergency escape door in place of an existing window, together with an aluminium staircase. Whilst this is not usable by those confined to wheelchairs, there is presently no emergence escape from this part of the building and whilst the proposed facility is not inclusive, it provides for some, albeit not all. The proposed bridge across the A18 was a similar
proposal, opposed at review (04/00860). I could, however add a note to encourage the provision of emergency access for disabled people.
The elevation to which this staircase will be added does not have any particular architectural merit and the staircase will not have any detrimental visual impact.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of an emergency means of escape including staircase and door, all as shown in drawings 1a, 1b and 1c and the location plan and photographs all received on 15th June, 2005.
N 1. The proposed emergency access will not be usable by unassisted wheelchair users. As such the applicant is encouraged to make provision for emergency escape for such disabled persons.
