The site represents a piece of land in the middle of Lime Street (north eastern side) alongside a lane which leads to the quayside. The application form states that the site presently accommodates a two storey dwelling. Proposed is the redevelopment of that property with a new two storey dwelling which is slightly taller (by 0.4m) than the property to which it would be attached. Limited information is provided in respect of detailing - windows (stated to be white plastic), cills (there don't appear to be any) the door and a definitive position in respect of the boundary ("approximate" position shown). The integral garaging is not sufficiently deep (4.5m) to accommodate a full-sized vehicle.
Objections to the application from neighbours of the site are mainly, but not exclusively concerned with access, I assume as the new house is wider than the existing. However, if they are concerned that they will no longer be able to use land which belongs to the applicant and on which he intends to build, they may not have a valid objection.

The existing property is a modest two storey cottage which sits below the ridge height of the adjoining property. The streetscape is formed by a mixture of properties, finishes, heights and building styles. The existing property adjoins the lane. There is no information regarding the reason for the demolition and rebuilding other than the applicant's wish to make full use of the site. The rear elevation at present is a T-shaped annex set back from the lane. There are flat roofed annexe of single and two storeys. This would be three storeys including a garage at ground floor level and wide windows and doors in the rear and side elevation, not all of which are completely acceptable. Defer for further details on the windows and accuracy of the footprint in relation to the lane and a method statement about how he would undertake the works without blocking the lane.
I have met with the applicant a number of times and he has modified his proposals to take account of concerns regarding accuracy, detailing and confirms that he is not building on land which is not his, nor building within the lane.
PSM do not object on these grounds although others do. The scheme no longer raises the roof line and the detailing is now satisfactory.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a replacement dwelling as shown in drawing entitled "Approval Draing" and dated 16th August, 2005 and received in this office on 22nd August, 2005.
Note; This drawing shows a new dwelling whose ridge line is no higher than that of 17, Lime Street and whose footprint does not encroach into the lane.
C 3. The windows in the front elevation must be sliding sash as shown in the submitted drawings and retained as such unless otherwise authorised by the Planning Authority.
