Officer's Report
This application relates to a detached house in Cronk Y Voddy.
The applicants built the stables 14 years ago and no longer have horses and would wish to convert them to a useful building. The proposal is to convert the existing stable to an additional living/study area with a new window inserted in the side elevation. The existing driveway is to be closed off and a new access and vehicular hard stand created to the other side of the house widening the exitsing access to the paddock. This is to enable them to drive on nd off the A3 in a forward direction.
The changes proposed to the stable building are relatively minor in order to accommodate the living accommodation. The building is close to the main house and could be restricted to use in relation to the main house by condition especially since there would be no separate access to the building once the existing driveway is blocked up.
The new drive and turning area proposed would enable the vehicles to enter and leave the property in a forward direction which would be much safer than the current arrangement given the access is directly onto the main road. There is a field access already although this will be widened and the hardstanding will introduce a slightly more urban element into what is currently a green and open area. The area is however part of the curtilege of the property and the change is not considered to be sufficient to refuse.
German Parish Commissioners originally requested additional information relating to the access. When this information was relayed to the clerk in a phone call she indicated there would probably be no objection.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This approval relates to drawing numbers 05/33/01 and 05/33/02 date stamped received on 25th May 2005. C 3. The converted building is only to be used as ancillary accommodation to the main dwelling. C 4. The existing driveway must be closed off with manx stone wall to match the existing wall once the new drive and hardstanding become available for use.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
