Temporary Facilities Variation Statement
Points raised on main form:
- Adjustment to layout of temporary facilities on site.
- Alteration to the location of storage containers
- Addition of timber cladding to above containers to improve visual amenity for neighbouring residents.
- Extension to the duration of permitted presence/usage of temporary facilities on site
In Detail:
1 The temporary buildings layout as approved in 15/01320/B is as below:
The square footage of the units in the revised arrangements is very similar to the original approved scheme. Some of the space originally proposed for changing has been revised to provide a small cabin for spectators ["Clubroom"], some has been repurposed to allow showers and WC units to be
located to allow the site to function most appropriately as a sports venue, providing facilities for players, visitors and parents of children training with Southern Nomads. As mentioned above, we have the "Cabin", a WC unit and a shower unit. We have Water, drainage, and electricity, we hope shortly to secure one last element for the site, a container which will serve as a changing room. As a result, we feel that this is an appropriate time to request a revision to the approved planning as we finalise the site layout.
2
The location of the storage containers is a little different to the original plan [outlined blue above on both views]. The cause of this was originally due to the position of spoil from the service trench work at the time when the container became available to purchase. However, the current position provides a better location for the movement of equipment for evening training sessions. Again, the space occupied by this storage is similar in size to the approved plan layout.
3
In order to both protect the fabric or the containers and to improve the visual amenity for residents of the neighbouring Ponyfields housing, we are in progress of affixing wooden cladding outside the containers. The intention is to periodically treat this timber but not to paint it. Any exposed and visible metal surfaces such as the container doors will be painted in a neutral green colour.
4
The planning approval originally required that the temporary buildings be on site for up to 3 years. The first unit, the cabin was installed on site in November 2019. The purpose of this application to vary the planning conditions is to allow Southern Nomads to complete the first phase of the establishment of a fully functioning sports facility for the south. The above proposal serves to both support the site as a sporting venue and to also limit the visual impact of these facilities on the neighbouring residents and the wider community. The achievement of the second goal required the construction of a permanent building hosting changing facilities and a social amenity for the community. Clearly this will be an expensive undertaking and will require significant fund-raising. While this develops, we request to have the temporary facilities be allowed to remain in place, with the clear understanding that they are appropriately maintained in good order and retain a good external appearance. At present, our request would be for a period of extension of 5 years to June 2026.
