Officer's Report

The application seeks approval for the construction of an outdoor equestrian arena within the curtilage of a large detached dwelling and outbuildings in Lonan.

A previous application, 04/01963/B, that sought approval for an indoor arena building on the same site was refused on visual grounds and is currently the subject of a planning appeal. Lonan Parish Commissioners have suggested that whilst they have no objection to this current proposal that the planning application should be considered until the planning appeal has been resolved. I would suggest that as the grounds for refusal, namely visual impact, has been removed by this current proposal that the planning application can be legitimately considered.

The proposed arena will not be readily visible and such I consider that the impact is acceptable. Accordingly, I recommend that the planning application be approved subject to a condition limiting its use to the occupants of the adjacent property.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to drawing no. 5115/1 and manage specification date stamped the 11th April 2005.

C 3. The outdoor equestrian arena hereby approved may only be used by the occupants of the adjacent property, Baldromma Christian. For the avoidance of doubt this approval does not confer the commercial use of the arena.
