The site represents a parcel of land within the Business Park and situated between the MEA, Securicor, Manx Telecom and the new starter units.
The proposed development is for the inclusion of additional storage/distribution uses within two buildings which were granted approval for industrial starter units and office space on 15th February 2005.
The physical development of the site is to remain the same as that approved previously but approval is being sought to incorporate small scale storage /distribution uses into the devlopemnt as and when required thus providing the applicant with a degree of flexibility to hopefully prevent buildings from lying empty and businesses being without premises whilst individual applications go through the planning process.
The Department of Transport states there will be no adverse traffic impacts. The Chief Fire Officer requests the applicant consult with the Fire Safety Department with regard to fire precautions. The Drainage Division have no objection subject to conditions. Braddan Commissioners recommend approval.
There is one letter of objection form H. Richmond Ltd. who own the land opposite the business park. They object on the grounds of the intensity of the development and say they support light industrial operations on the Business Park subject to the principles of the business park being maintained and it not resembling an industrial site. They say the Braddan Plan states 75% hard and soft landscaping and 1 car space per 15 square metres whilst this application has one space per 40 square metre. They consider that over development of the site could place an increased load on surface water drainage which crosses their land and iot could set a precedent for remaining sites on the business park downgrading the environment.
It is only the use which is being altered in this application. The building and layout have already been approved in PA04/01529/B. The site is located between the business park and the industrial estate and the proposed buildings are a transition between the two in terms of appearance and use. The Drainage Division have not objected and therefore consider that the drainage will be adequate to serve the development proposed.
Within the business park approved uses include development for light industrial and storage purposes, warehousing, (including research and development) and office accommodation as a corporate headquarters ( but specifically excluding users offering financial and professional services to visiting members of the public such as banks, building societies, estate agencies and betting offices) with no retail.
The parking requirement for storage uses would be less than that for industrial purposes and the use would be acceptable on the business park. It is important to ensure that the overall appearance of the site does not become downgraded and so there should be a condition precluding any external storage, any retail element within the units and the overall number of units permissible on the site. The latter two could lead to a greater number of cars and vehicles than can be satisfactorily accommodated.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approva relates to drawings numbers 01 rev A, 0203,04,05,06 date stamped received 18th April 2005.
C 3. This approval relates to the erection of two industrial/storage buildings, (excluding any element of retail or storage open to visiting members of the public) with office accommodation where the latter represents the corporate headquarters of companies which utilise the new information technologies and service other business park users (but specifically excluding financial and professional services to visiting members of the public including banks, building societies, estate agencies and betting offices).
C 4. There must be no external storage of materials on the site.
C 5. There must be no discharge of surface water to the main foul sewer.
C 6. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
C 7. The use of the industrial units is restricted to dry industrial processes only which discharge to the public foul sewer only sewerage from the proposed toiltes, wash basins, and canteens.
N 1. The Water Authority must be contacted prior to commencement of works to ensure that a satisfactory supply of water may be made available to the premises.
N 2. It should be noted that it is an offence under Manx Legislation to permit the discharge of polluting or harmful matter to the public sewer or any watercourse. Appropriate measures must be undertaken by the developer/occupier of the premises to ensure compliance with this legislation.
N 3. The architect should consult with the Fire Safety Department with regard to the fire precautions contained within the development.
