Ref: Proposed New Dwelling at the Old Boat Yard Derbyhaven for Mr & Mrs C Rudge
The following is a brief planning statement to accompany the attached Detailed Planning Application for the above.
The site is currently been used as garages and for the storage of boats etc. It is the applicant's intention to use the proposed dwelling for their retirement.
Prior to submission a meeting was held with the your Planning Officer for the area, Miss Corlett, to review the scheme. Miss Corlett's comments at that meeting were very favourable. Miss Corlett did request that the parking area and the garage have a minimum dimension of 4.8m. This item has been amended on the submitted plan.
The applicant confirmed to Miss Corlett that he was content with the limited extent of the amenity space attached to the dwelling as it is to be used for their retirement. The dwelling is located very close to a large public green area and the beach at Derbyhaven, which are easily accessible for additional amenity purposes if necessary.
The client met with owners of the majority of the neighbouring dwellings who all appeared to be happy with the proposals. The owner of the garden to the rear (south) of the property expressed no concerns in respect to overlooking.
Prior to submission an approach was made to Mr Ken Ashcroft at The Dept. of Transport Highways Sections. Mr Ashcroft's initial response has not been favourable in respect to the vehicular entrance on the grounds of the need to use a reverse manoeuvre to access the site and poor visibility. We would trust that the Dept. of Transport would support the application upon consideration of the following matters:
- The proposed entrance is in the same location as an existing entrance.
- The existing entrance is 2.8m wide whilst the proposed entrance is 4.4m wide thus improving access.
- The adjoining terrace of houses have no on-site parking and generally park on the roadside whilst this proposal allows for on-site parking for 2 vehicles.
- The site has been used as garages and boat storage for many years and due to lack of turning space within the site access is currently gained by using a reversing manoeuvre. The applicant has used the site and it's entrance in this way for 37 years without incident. The proposed dwelling would reduce the number and size of vehicles using the site, this combined with the clients familiarity with the site should make for safer access.
