Officer's Report
The site defined in red represents the domestic curtilage of an existing detached house which sits alongside the newer development of Howstrake Heights - more specifically numbers 37 to 40 Turnberry Avenue. The plot fronts onto Groudle Road and backs onto numbers 28 and 27 Fairway Close.
The existing property is half steeply-pitched dormer bungalow, half flat-roofed two storey house which was added after the original building was erected.
Proposed here is an extension although the plans show all new walling: the scheme looks to be a complete re-development - there are no comparable existing/proposed site plans so a size and position comparison is not possible.
The design is unashamedly modern and quite out of keeping with its neighbours. There is also a significant amount of flat roofed balconies leading to likely overlooking of neighbouring properties - both concerns not lost on those presently living next to the site.
This is neither visually acceptable nor neighbourly. A modern approach to infill development has recently been rejected in Majestic Close (04/00819).

R 1. The proposal represents the creation of a new dwelling which is both taller and larger than the existing. The additional height, together with the significant change in the style of the dwelling results in a building which would be out of keeping with the existing buildings in the streetscene and as such would be harmful to the appearance of the area.
R 2. Notwithstanding the above, the inclusion of significant areas of flat roof, all accessible by foot from the main house would lead to actual and perceived overlooking of those properties closest to the site - properties effectively brought closer to the potential viewers due to the increased size in the dwelling.
- 1. Whilst described as "an extension to the existing house", both the finished product and annotation of all the walls on the plans in a hatched format, would appear to be a redevelopment of the existing. As such, the description of the proposed works is inaccurate and misleading.
