Officer's Report
The site, defined in blue, represents land associated with Sound Farm, located to the south west of Cregneash village and stretching down to the Sound café. This is approximately 79 hectares.
The site has previously been the subject of applications for agricultural buildings, including 88/4599, 93/0506 and 00/1581. The last of these was the subject of objection from MNH in the same way it has objected this time, based on their perception of need and the impact of the new building on the character and appearance of the area.
In the last case the applicant agreed to the imposition of a condition which required the erection of hedging to the east of the new building to increase the screening thereof.
The application now before us is an extension of the building approved under PA 00/1581. The hedging and planting required under that previous application will achieve the same screening as the proposed extension is on the west of the building.
Check with DAFF regarding need.
DAFF have now responded and suggest that hay is presently stored outside. Under the Farm Assurance Scheme, which Island farmers are being encouraged to join, hay must be stored so that it is free from contamination and if the lean-to is approved, the applicant will have a better chance of complying with the requirements of the Scheme. They also advise that if there is somewhere where ewes may be brought in to lamb, the lambs and ewes will stand a better chance of survival. There are other Agric-environment considerations which support the erection of the lean-to. In summary, DAFF would appear to strongly support the provision of additional space.
Bearing in mind the support of DAFF and the limited visual impact of the proposal due to its position and potential hedging and planting, I see no justifiable reason for refusing this application. Whilst the area is a sensitive one, it is also agricultural and there is an existing complex which contributes to the maintenance of the area as it presently appears.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a lean-to extension to the existing barn as shown in drawing reference 3038-01 and the site and location plans all received on 25th February, 2005.
C 3. The lean-to extension may be used for agricultural purposes only.
C 4. The external finishes of the proposed extension must match those of the existing building to which it will be attached.

The sod bank with gorse atop required under the provisions of PA 00/1581 must be in place and planted prior to works commencing on the extension hereby approved.
