Planning Report And Recommendations {{table:515853}} The site represents the curtilage of the scrap metal merchant's at the southern end of Foxdale village alongside the A3. The site is designated as Predominantly Residential on the Foxdale Local Plan adopted by Tynwald in 1999 and a reference to the site is made at paragraphs 4.1 and 4.11, both of which refer to the activity as better located to an industrial estate. In 1992, planning permission was granted for the change of use of a building on the site (PA 92/00916) to a display for vintage tractors and equipment. In this, reference was made to the installation of a door on the rear of the building which is the subject of this latest application so that traffic would not all come in go out of the front, in full view of the passing public and those living opposite the site. The wording was that "The Committee has acknowledged that it may be appropriate to install a second doorway in the storage shed such that there is direct access from the open area at the rear and would recommend that the applicant considers this." The application seeks permission for the installation of an internal partition which will result in all traffic using the front part of the building, coming and going therefrom and completely undermining the benefit of the rear door as referred to above. Also proposed is the installation of the door in the rear referred to in the previous application. Whilst the applicant refers to the difference in level between the ground and the door in the rear elevation, this is only effectively one step up and would not preclude deliveries being made to the rear. The installation of the door is welcome, but the partition is not. ## Recommendation Recommended Decision: Split Decision Date of Recommendation: 19.05.2005

C 1. This approval relates to the installation of a roller shutter door as shown in the photograph and plans received on 17th January 2005.

R 1. The installation of an internal partition, effectively subdividing the building into two, will necessitate deliveries and access to the front part of the building, via the roadside elevation which would increase, or at best, perpetuate the existing visual and aural impact which such activities have in respect of the passing public and those who live opposite to the site. This would be contrary to the intention of reducing such an impact as set out in the note attached to the approval of PA 92/0916.
