The site is a parcel of land on the eastern side of the highway to the south of West Baldwin Village. The Draft Braddan Plan 2003 designates it as Woodland, and most of it falls within an area of ecological interest. The proposal was to open the land to public access, changing its use from private to public open space. Existing access gates onto the highway were already in place. The officer considered the proposal acceptable and it was approved without conditions.

The officer found the change of use acceptable.
