This application relates to the curtilage of the former coal yard, Hills Meadow.
The proposal is for the erection of a new storage shed and sales/office building. The development is to provide an open storage area for building materials a sales office and a storage shed for Qualtroughs who are an established builders merchant with outlets in Castletown and Peel.
The land is zoned as light industrial in the Douglas Local Plan. This use being principally storage would largely comply with that zoning but there is also an element of retail. In this instance the retail is of large bulky goods which would not be suitable for the usual locations zoned for retail use and would be considered acceptable in this location. There are other retail outlays of bulky goods in this area already. The previous use of the site was as open storage for coal and there are currently no buildings on the site.
The office/sales building is 12m x 9m and two storey (7.6m to ridge height). The storage shed is 28m x14m and the height of a two storey building being 6.85m high. Both are to be constructed of green plastised sheeting on the roof and walls.
The Chief Fire Officer requests that the applicant consult with the Fire Safety Department to discuss fire precautions. The Borough of Douglas has no objections and the Department of Transport considers there will be no adverse traffic implications. The Water Authority requests a condition relating to water supply.
The site is well screened being within the river valley with an area of woodland screening it from the main road. To the south there is further screening provided by the existing railway sheds and more trees, and there are other storage buildings on either side of the site which will help to reduce the impact that this building may have.
The building will not be highly visible outside of the site due to the levels of the land and the mature trees in the vicinity. It is an appropriate use in this location. The access is not ideal but it has been used in the past for large vehicles and the Department of Transport have said there will be no adverse traffic implications. It does lead directly onto the main road.
No indication has been given as to the layout of the site for car parking and storage and details of this should be submitted for approval by the Planning Committee to ensure that sufficient space is left for car parking, that there is no unsightly fencing or intrusive lighting.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawings 05/11/1 and 05/11/2 date stamped received on 28th January 2005.
C 3. Prior to occupation of the buildings, details of the layout for parking and any fencing, external lighting, storage areas and signage required should be submitted to the Planning Committee for their approval. would be submitted to and approved by the P.C.
N 1. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.

N3. It must be stressed any proposed development adjacent to watercourses and miss do have a higher probability of being flooded and the applicant should take this into account when handling any design on the proposed buildings.
