Permission was granted to convert a former coal yard at Hills Meadow, Douglas into a builders' merchant premises, along with the construction of an associated storage shed and a sales and office building. The Planning Committee approved the application. A key consideration was the site's natural and built screening: it sits within a river valley with mature woodland between it and the main road, and is flanked by railway sheds and other storage buildings to the south and sides. The officer report noted that the new buildings would not be highly visible from outside the site due to the surrounding levels and mature trees. Six conditions were attached to the permission.
The Planning Committee permitted the change of use and associated buildings. The site's position within a river valley, surrounded by woodland, railway sheds, and other storage buildings, meant the new structures would have limited visual impact beyond the site boundary.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to use of the site as a builder’s merchant’s premises, excepting that part of the site north of the culvert on which there are trees; there must not be any storage of materials or other activity within this part of the site.
Condition 3
The proposed storage shed and the sales/office building may be used only in association with the approved use of the site.
Condition 4
Prior to use or occupation of the proposed shed and building, there must be submitted to and approved by the Planning Committee a detailed layout plan showing areas for parking, vehicle-turning, and external storage, and the position of all fencing, external lighting and storage.
Condition 5
No trees may be felled or limbed as part of this development.
Condition 6
Subject to the above conditions, this approval relates to drawings numbered 05/11/1 and -/2 and date-stamped 28th January 2005.
