The proposal involved excavating a sloping bank across two fields at Laurel Bank Farm, Glen Helen Road, to form a series of terraces suitable for grazing. The land had previously been used for grazing but had become overgrown with gorse. Excess excavated material was to be retained on site to repair an existing track. The key planning issues were the agricultural benefit, wildlife impact, and visual effect of the terracing works. The Department of Agriculture, Fisheries and Forestry (DAFF) was consulted and confirmed that the overgrown gorse provided little wildlife value, that terracing would improve the area by creating a grass field adjacent to existing woodland, and that there would be no visual impact. The Planning Committee permitted the application, in line with the officer's recommendation, on the basis that the works were acceptable given DAFF's positive assessment.
DAFF confirmed that the overgrown gorse on the site offered limited wildlife benefit, and that terracing would enhance wildlife by establishing a grass field next to woodland. No visual impact was identified. On balance, the Planning Committee was satisfied the works were acceptable for agricultural improvement.

This approval relates only to drawing number 110.1.04.

No works may be commenced until such time as - - the time for requesting a review of the initial decision has expired; or - any review of the initial decision has been completed; or - the time for requesting an appeal in relation to the decision has expired; or - any appeal has been completed.
