This application sought permission to convert a guest house at 4 Woodville Terrace, Douglas into five apartments. It was a resubmission of an earlier proposal. The committee refused it, and that decision was confirmed on written review in July 2005. Two planning concerns drove the refusal. First, the parking arrangement at the rear of the site provided only three spaces for five flats, and two of those spaces were described as very tight and end-to-end, making them impractical. Second, the environment and outlook for Flat 3 were considered poor and contrary to departmental planning policy.
