The proposal involved constructing a new sports facilities centre on land adjacent to Ciappelli's restaurant at Nobles Park, Douglas, together with demolition of the existing restaurant building and associated landscaping works. The Planning Committee refused the application in April 2005. The Minister found that the Committee had not made a sufficient case that the proposed design was inappropriate or incongruous in the parkland setting, and had not been able to provide clear guidance on what an acceptable design would look like.
The Planning Committee refused the application, but the Minister overturned that refusal on the basis that the Committee had not adequately demonstrated that the design was inappropriate for the parkland setting, nor provided clear guidance on what an acceptable alternative would be. The Minister directed approval of the application.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
Samples of all external finishes must be submitted to and approved by the Department prior to the commencement of any works.
Condition 3
This approval relates to the revised elevational treatment shown on the drawings submitted on the 12th April 2005.
