Officer's Report
The site represents the curtilage of "Howth", an existing cottage situated on the western side of the Ballamodha Straight opposite "Bankfield Cottage" and north of Wigan Lane.
The site has a planning history including the following:
03/1590 - conversion and extension of existing barn to a dwelling an creation of new driveway and access - refused 13.2.04 for reasons relating to the sun room/conservatory.
03/1648 - conversion and extension of existing barn to a dwelling and creation of new driveway and access - refused 13.2.04 for reasons relating to the design of the detailing.
The principle was not at issue with either of these applications.
04/0530 proposed the conversion and extension and creation of a new access and was approved.
Now proposed is a down-scaling of the scheme which was approved under 04/0530. The detailing is much more simple, chimneys and timber boarding is omitted and the scale of the new building has been reduced and this is an improvement.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
No works may commence upon the approved scheme until such times as the access with the adopted highway has been improved in accordance with the scheme shown and approved in PA 04/0530, including visibility splays.
C 3.
This approval relates to the conversion of the building to residential accommodation as shown in drawings p13-sl/01, p13-ga/01, pl13-el/01, pl13-el/02 and pl13-el/03 all received on 8th October, 2004.

All existing stonework must be retained as such and may not be painted, rendered or similarly treated.
C 5.
All plumbing stacks must be constructed internally.
C 6.
Prior to the installation of the same, a fully detailed drawing at a scale of 1:20 must be approved of the proposed doors and windows.
