Duxbury Cottage, Ballamodha Straight, Ballasalla, Isle Of Man, IM9 3el
The proposal involved converting an existing outbuilding at 'Howth', a cottage on the western side of the Ballamodha Straight, into a new residential dwelling. A subsequent application (04/0530) for conversion and extension with a new access was approved, and this current proposal represented a scaled-down version of that approved scheme. The revised design adopted simpler detailing, removing chimneys and timber boarding elements that had previously caused concern, bringing it within the parameters already accepted in principle.
The principle of converting the outbuilding to a dwelling had already been established through the approval of the earlier scheme (04/0530). This application proposed a more modest, simpler design than that previously approved, addressing the detailing concerns that had led to earlier refusals. The officer was satisfied the revised scheme was acceptable and recommended approval, which was granted under delegated authority with seven conditions.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
No works may commence upon the approved scheme until such times as the access with the adopted highway has been improved in accordance with the scheme shown and approved in PA 04/0530, including visibility splays.
Condition 3
This approval relates to the conversion of the building to residential accommodation as shown in drawings p13-sl/01, p13-ga/01, p113-el/01, p113-el/02 and p113-el/03 all received on 8th October, 2004.
Condition 4
All existing stonework must be retained as such and may not be painted, rendered or similarly treated.
Condition 5
All plumbing stacks must be constructed internally.
Condition 6
Prior to the installation of the same, a fully detailed drawing at a scale of 1:20 must be approved of the proposed doors and windows.
Condition 7
"No construction of the proposed dwelling shall commence until such time as the Isle of Man Water Authority gives notice in writing to the Committee that the Authority will within six months of the date of such notice have the capacity to provide to the proposed dwelling a supply of wholesome water sufficient for the domestic purposes of the proposed dwelling."
