Officer's Report

The application seeks approval for the erection of two VHF antennas on the roof of Kings Court in Ramsey. The antennas are associated to the 3FM and have already been erected.

Initially I concluded that the submitted information was insufficient to allow a full and proper consideration of the planning application. After some discussion, including establishing that the development was not covered by the statutory undertakings, further drawings were received.

There is a considerable volume of objections from local residents. The main concerns of these objectors relate to radio and television interference and perceived health implications. I have to advise that radio and television interference is not a material planning consideration, and is actually something covered by the Communications Commission. Similarly, I also have to advise that perceived health implications are not a material planning consideration either. In terms of the planning application the only real material planning consideration is visual impact. With regard to visual impact I would suggest that given the size of the antennas and their location means that the visual impact is

very limited. Accordingly, I would advise that I do not consider there to be sustainable grounds for refusal and recommend that the application be approved.
