Officer's Report
The site represents a roughly triangular piece of land in the centre of Balthane Industrial Estate. The land is designated as suitable for industrial use on the 1982 Plan.
Within the site there is presently a courtyard of industrial units with car parking within. Proposed are extensions to this to provide a further courtyard to the north east and a further extension to the north west to provide a store and a workshop building. The finishes include profiled sheeting to the roof to match the existing, blockwork to match the existing and car parking is to be provided in and around the buildings: 37 spaces for 15 units and 7 stores.
DoT Drainage Division have commented to the effect that any development should not be commenced until such times as the works to upgrade the surface water sewer has been completed.
DoT Highways now recommend no adverse traffic impacts.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of additional units for dry light industrial purposes including storage, as shown in drawings rerence AT 652.1, -2 and -3 all received on 12th May, 2004.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. No construction work may commence on site until such times as: a) the surface water system has been upgraded to ensure that existing downstream flooding problems are not exacerbated b) the line of the existing public sewerage which crosses the site has been identified and protected and c) full surface water calculations have been provided to the Drainage Division of Department of Transport.
C 6. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
N 5. The foul and surface water drains serving the proposed units, up to the point of connection to the public sewerage system will remain private at all times. The applicant must discuss with the Drainage Division of DoT, the position and mode of the proposed connection to the foul sewer T prior to any works commencing on site.

It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewer or watercourse. Appropriate measures must be taken by the developer/occupier of the premises to ensure compliance with the legislation.
