Whilst the additional information submitted as part of the Review enabled the Planning Committee to have a better understanding of the proposed development, it judged that the composting facility as proposed would have an adverse impact on the character and appearance of the area by virtue of: a. The level of engineering operations and ground works required across the site, including the new access, visibility splays and altered roadway to the composting area, and b. The proposed portacabin, regardless of where this would be accommodated on the site. The Planning Committee recognised the need for suitable composting facilities on the Island, and also acknowledged the suggestion to confine the proposed activities only to ‘Phase 1’. The Committee nevertheless judged that the development which would be visible from the Poortown Road, as well as from more distant points in the landscape because of its elevated and exposed location, would be an inappropriate form of development given the particular characteristics of the site. It judged that it would seriously harm the area, which is recognised as having High Landscape Value and Scenic Significance.
