Planning permission was sought for the construction of an organic composting facility at Field 315142 (County Series 2440 & 2482) off Poortown Road in German Parish. The site is described as land to the north of Poortown Road and the Tynwald Mills complex, and part of a larger parcel of agricultural land. The Planning Committee acknowledged the importance of composting green waste on the Island, but refused the proposal. The refusal was based on the scale of operations and the level of engineering operations required, the introduction of new visibility/splay and upgraded access, and the erection of a portacabin, which were considered to adversely impact the character and appearance of the area. The decision was to refuse the application.
The Secretary Planning Committee refused the application for an organic composting facility. Although the committee acknowledged the importance of composting green waste on the Island, it concluded that the scale of operations and related engineering works, along with the changes to access and visibility and the erection of a portacabin, would adversely affect the character and appearance of the area.
