Officer’s Report
The site represents a large parcel of agricultural land stretching from Baldrine Park to the south of Ballameanagh Mooar Farm. The farm has a history of recent applications for various developments: the main farmhouse has been sold off from the farm holding and is now occupied by someone who applied for permission for a new dwelling in the copse (03/1599). Permission was granted for a new farm dwelling between the farmhouse and the road (99/2086). Permission has latterly been granted for the conversion of the large stone barn to residential units (03/0393).
Now proposed is the erection of a new agricultural building some distance (over 370m) from the farm buildings or any recognised track or farm lane.
When the application for the conversion of the barn was considered, it was clear that a replacement agricultural building may result from the loss of the barn, but the Chief Agricultural Adviser indicated that this may be necessary whether the barn were converted or not.
I fear that a site so isolated will lead to engineering operations to create the road and then an application for a new house.
I visited the site toady with Mr. McCracken and he explained the reasoning behind his choice of location. See letter to LPC.
LPC have now responded by overturning their original objection following a site visit with Mr. McCracken. I have discussed the tree planting and hedging with Mr. MC. Cracken who is happy to plant anything but would prefer not to plant anything too close to the new yard as this may interfere with the marshalling of the stock. A condition requiring this will be sufficient.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of an agricultural building with cattle handling area as shown in the information and plans submitted on 1st July, 2004
C 3. The height of the building may not exceed 4.85m and the building must be clad in dark brown or dark green sheeting, grey fibre cement sheeting or timber boarding unless otherwise authorised by the Planning Authority.
C 4. The applicant must introduce a planting scheme around the building in the first planting season following the completion of the approved development. Such planting must involve a group of deciduous trees to the east of the proposed building, details of which must be approved by the Planning Authority prior to the erection of the building.
N 5. The applicant should note that it is an offence under Manx legislation to permit materials to enter any watercourse or stream which would cause contamination or pollution.
