Officer's Report
The application seeks approval for the erection of a six-unit apartment block on West Quay in Ramsey. Each proposed unit comprise of two bedrooms, a kitchen, a bathroom and a combined dining and living room. The proposal includes the provision of nine dedicated car parking spaces at ground level.
The application site is a vacant parcel of land located between generally tall existing buildings of varying heights. In terms of the planning history of the site approval in principle for the construction of six flats was previously granted by 89/0062 and full approval by 94/1849.
In terms of assessment of the proposal I consider that the design of the building is generally in keeping with the character of the surrounding area and acceptable. The principal outlook from each apartment is across the Quayside towards the sea and is good. The proposed level of car parking provision of 1.5 spaces per dwelling is acceptable in this semi town centre location.
Accordingly, I consider that the visual impact of the proposal is acceptable, the outlook from the apartments is suitable and the level of car parking is appropriate. I recommend that the application be approved subject the imposition of conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the location plan and drawing no.s 8914/2A, 8914/3A, 8914/4A, 8914/5A and 8914/6 date stamped the 7th July 2004.
C 3. Prior to the commencement of development samples (type, finish and colour) of the materials of construction must be submitted to and approved by the Planning Authority.
C 4. No unit shall be occupied until the car parking and turning area has been completed to the satisfaction of the Planning Authority.
C 5. The roof(s) must be finished in dark natural slate.
C 6. The parking spaces shall be allocated such that every apartment has a minimum of one parking space.
N 7. The applicant/developer must obtain approval from the Operations Section of the Department of Transport before carrying out any work within the highway. This requirement includes the use of the
