The application sought permission to erect a two-storey replacement dwelling on the curtilage of an existing but dilapidated cottage on Ballaglass Road off the A15 at Ballasloe, Maughold. The proposed dwelling is traditionally designed, measuring 11 metres long and 7.5 metres wide with no rear annex. The officer noted that the window cills were insubstantial, but considered this could be addressed by condition. The residential curtilage was defined as the land to the east of the watercourse, which was found acceptable. Amended plans were submitted in August 2005 to address concerns raised by the Department of Transport regarding access details, and the application was approved with five conditions.
The proposed dwelling was considered traditionally designed and broadly consistent with the parameters set by that earlier approval. Outstanding concerns about window cills and highway details were resolved through amended plans and conditions. The Planning Committee granted permission on that basis.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the erection of a replacement dwelling and new garage and access all as shown in drawing 050421-01 received on 22nd August, 2005.
Condition 3
The subcills must be pre-formed concrete cills to a depth of 0.15m and the windows all timber framed sliding sashes all as shown in the approved drawing.
Condition 4
No part of the development, or any other works may be undertaken within 10m of the existing stream.
Condition 5
Prior to the commencement of works on site the applicant must supply to the Department of Transport's Drainage Division a full method statement relating to the proposed stream diversion and the applicant must ensure that all written permissions are obtained from the Land Drainage Engineer of the Department of Transport for any works on the watercourse. The proposed surface water discharge to the watercourse must be via a spillway which must be constructed to the satisfaction of the Drainage Division.
