Fields 521888 And 521895, Between Isle Of Man Business Park And, Cooil Road, Douglas, Isle Of Man, IM2 2qz
The application sought permission to use two fields (521888 and 521895) located between the Isle of Man Business Park and Cooil Road, Douglas, as a temporary builders compound. The site sits in Braddan parish. The application was determined by the Planning Committee on the basis of written evidence, with the officer recommending approval and the committee agreeing. Permission was granted subject to six conditions, though the detailed reasoning behind the approval is not fully set out in the available documents.
The Planning Committee approved the application, in line with the officer's recommendation. Six conditions were attached to the permission, likely to manage the temporary nature of the use and limit any impacts on the surrounding area, though the specific reasons are not detailed in the available evidence.
Condition 1
This approval relates to the temporary use of the site as defined in the location plan received on 24th June, 2004 as a builder's compound for the storage and sorting of builders' equipment and materials. The materials may only be stored in the main part of the site and not in the narrow part of the site (field 521888) which extends to Ballacottier Cottage.
Condition 2
The site may be used as above by Dandara Commercial Ltd and their associated companies only and for a period ending on 31st August, 2005 or on completion of the new compound adjacent to the Energy From Waste Facility, whichever is the sooner.
Condition 3
There may be no inert material or waste brought to or stored on the site. Note: this is in order to prevent dust emanating from the site alongside what is a Principal Traffic Route and alongside which developments of quality are being encouraged.
Condition 4
The applicant must, within 28 days of the date of this notice submit a detailed landscaping scheme which will introduce additional planting to reinforce the existing roadside vegetation using species complementary to the planting which will be introduced at the entrance to The Barley Field industrial development. Such planting once approved must be introduced prior to November, 2005.
Condition 5
No material or equipment may be stored at a height exceeding 4m as measured from natural ground level.
Condition 6
It is unlikely, given the visual impact of the material and equipment stored, that permission will be forthcoming for any extension to this temporary use beyond the twelve months hereby approved.
