The proposal involved constructing a dedicated home shopping area with a canopy, link walkway, and turning head at the Tesco Superstore on Lake Road, Douglas. The enclosed area is larger than in the earlier scheme in order to provide a turning area for delivery trucks; the resulting reduction in car parking spaces was considered acceptable on the basis that home shopping customers are less likely to arrive by car. Planning Committee, following the officer's recommendation to approve, permitted the application.
The earlier refusal was solely on the grounds of inappropriate boundary fencing. By replacing that fencing with matching walling, the revised scheme resolved the outstanding design concern. The reduction in car parking caused by the larger enclosed area was judged acceptable because home shopping customers generate less car-borne traffic than in-store shoppers.
