Officer's Report
The application seeks approval for the removal of a chimney stack and coping on the northern elevation of and the installation of replacement uPVC windows in an end terrace property in Ramsey.
The terrace, which is within a Conservation Area, is contained within a block of built development and as a result is not readily visible within the surrounding area. Accordingly, I would suggest that Barrack Lane does not contribute significantly to the street scene of the area and that its inclusion within the Conservation Area is more to do with warren like street plan of the area. I would consider that in this location it is the sense of enclosure that contributes to the Conservation Area and not particularly the appearance of the buildings. Indeed there is a suggestion that chimneys from other properties along the terrace have been previously removed. Therefore, I consider that the removal of the chimney and coping is acceptable in this location.
In terms of windows, all the other properties within the terrace have had replacement uPVC windows installed. Therefore I would suggest that refusal of the replacement windows would be very difficult to sustain.
