The application sought approval to remove the chimney stack and coping on the northern elevation and to install uPVC casement windows on the front and side elevations of 1 Barrack Lane, an end-of-terrace property in Ramsey. The terrace sits within a Conservation Area but is enclosed within a tight block of built development and is not readily visible from the wider street scene. The officer considered that Barrack Lane's inclusion in the Conservation Area relates primarily to the warren-like street plan and the sense of enclosure it creates, rather than the architectural appearance of the individual buildings. Chimneys on other properties along the terrace had previously been removed, and on that basis the officer concluded that the removal of this chimney and coping was acceptable. The Planning Committee granted permission with two conditions.
The officer judged that the terrace does not make a significant contribution to the street scene and that the Conservation Area character derives from the enclosed street layout rather than the buildings' appearance. Given that chimneys had already been removed from other properties in the terrace, the loss of this chimney stack was considered acceptable. The Planning Committee agreed and permitted the application.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the location plan and window details date stamped the 18th May 2004 and the proposed elevations date stamped the 8th July 2004.
