Officer's Report
Shore Cottage is at the northern end of Shore Road, which is close to the coastline.
Adjacent to the existing dwelling is a former cottage known as the 'Fisherman's Cottage'. It is now a general store but there are inside the building original domestic feature including a fireplace.
It is intended to use the building as guest/tourist accommodation in association with the main house. An extension is proposed which would increase the size of the building by 75%.
Whilst is a relatively large increase in footprint, there is evidence on site that there may well have been a building on the area shown as gravel area on the plans.
In terms of the alterations it is proposed to change the corrugated sheeting to slate, enlarge the front windows in the existing building and install roof lights. I am concerned that the original character of the cottage would be lost by the enlargement of the windows.
The building is currently visible from the road but the most noticeable element would remain the original cottage. Planning Circular 3/89 states that extensions may be allowed for essential purposes. This is a small building to begin with, and the final accommodation would only provide one bedroom, bathroom and living area. The bedroom could be reduced in size slightly and such a change would be more in line with the guidance on the renovation of buildings in the countryside.

The applicant has now agreed to retain the existing windows as they are (see letter dated 17th August, 2004).

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the alterations and extension of the existing cottage as shown in drawing 01 and the location plan received on 26th May, 2004 except insofar as no changes may be made to the existing windows as confirmed by letter from the agent dated 17th August, 2004.
N 3. The Fire Prevention Officer recommends that the internal layout is inherently unsafe due to the means of escape from the new bedroom is through the living room/dining room.
