The application sought permission to refurbish a stone barn at Ballacooil, Lhagg Road, Dalby, which sits next to a recently renovated main house. The barn was in poor condition, and the proposal involved replacing the corrugated roof with dark natural slate, rebuilding the western (front) elevation which was in the worst state, repairing all other stonework, and fitting timber-framed windows throughout. The barn would continue in use for agricultural storage and workshop purposes associated with the main house. The officer considered the works acceptable, noting they would conserve an attractive stone barn. A bat survey was required before works could begin, given the potential for bats to be using the building. The Planning Committee approved the application subject to ten conditions, including restrictions on use, materials, and the extent of demolition and rebuilding.
The proposed repairs and partial rebuilding were judged acceptable because they would conserve an interesting stone barn using traditional materials, including natural slate roofing and traditional stonework. Conditions were attached to control the use of the building, limit demolition to specified areas, and ensure appropriate external finishes. A bat survey was required before works commenced to protect any bats that might be using the structure.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers $03 / 2042 / 01,03 / 2042 / 02$ and $03 / 2042 / 03$.
Condition 3
The building must be used only for agricultural purposes and workshop/storage purposes in association with the main house.
Condition 4
The roof(s) must be finished in dark natural slate.
Condition 5
Only those areas indicated on drawing number $03 / 2042 / 03$ to be demolished and rebuilt may be removed. All other stonework must be repaired.
Condition 6
The exterior stonework must be of a traditional nature.
Condition 7
NOTE: Split stone on a backing render is not acceptable as an external finish.

All existing stonework must be retained as such and must not be rendered, painted or similarly treated.
Condition 8
Prior to the commencement of works a bat survey must be undertaken to ascertain whether bats are using the barn, the findings of which must be submitted to the Planning Committee for consideration before works commence.
Condition 10
NOTE The applicant should note that Bats are a protected species under the Wildlife Act 1990 and therefore the Wildlife and Conservation Officer at DAFF should be consulted in respect of any survey work.
