The application sought permission to erect a new agricultural building next to the existing farm buildings at Ballavell Farm on Grenaby Road, Ballasalla. The site is distantly visible from Grenaby Road, and the portal frame building would push the cluster of farm structures into the neighbouring field. The key landscape question was whether this extension of the building group would cause unacceptable visual harm. The officer concluded that, when seen from the road, the new building would read as part of the established farm grouping rather than as an isolated or intrusive structure, and on that basis found it acceptable within the landscape. Permission was granted by delegated decision in May 2004, subject to three conditions.
The proposal was approved because, despite extending the farm buildings into an adjacent field, the new portal frame structure would be perceived as part of the existing farm grouping when viewed from Grenaby Road. The officer was satisfied this relationship with the established buildings meant the development would not cause unacceptable harm to the landscape.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the plans and information submitted as part of this application and date stamped 16th March 2004.
Condition 3
Prior to the commencement of building works a sample of the colour of roofs and side cladding must be approved by the Planning Authority.
