Planning permission was granted in 2001 for the conversion of an existing barn at Ballavale Farm, Santon, to form a single dwelling. Detailed plans were submitted and approved in 2002. Since that time the barns have fallen into further state of disrepair, but I considered that they are still capable of renovation, albeit with a section rebuilt. A structural survey submitted by the applicant supports this view.
Now proposed is the creation of a dwelling in the main section of barn, the conversion of a stone built structure to garaging and the creation of a staff cottage in a further outbuilding. A new vehicular access is also proposed.
The conversion of eth main building follows the previous approval, albeit with a section of roof raised by 1m, which I consider to be acceptable, given the existing low height. The conversion of a building to staff accommodation and garaging is also considered to be acceptable.
With regard to the access, this is one aspect of the application, which has received objections from neighbouring occupiers (who also object to the development overall). The DoT raises no objection, and given the distance from the neighbouring occupier to the site, I do not consider that the access would impact adversely on their enjoyment of their property.
I consider the application to be acceptable.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval relates to the plans and information submitted as part of this application, date stamped 29th March 2004 and 6th July 2004.
C 3 . The exterior stonework must be of a traditional nature. NOTE: Split stone on a backing render is not acceptable as an external finish. C 4 . The roof(s) must be finished in dark natural slate. C 5 . All plumbing stacks must be constructed internally. C 6 . All existing stonework must be retained as such and must not be rendered, painted or similarly treated. C 7 . The staff accommodation hereby approved may be occupied in association with the main dwelling only and not as a separate and independent unit of residential accommodation.
C 8. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 1983 (or any Order revoking or re-enacting that Order) no greenhouses, walls, gates, fences, garden sheds, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
C 9 . For the avoidance of doubt, prior to the commencement of the development on site, a plan must be submitted indicating clearly the extend of the residential curtilage of the proposed dwelling.
N 10 . PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 11 . The applicant is advised that approval is unlikely to be forthcoming in the future for the building of all or part of the building if it is subsequently found to be structurally incapable of renovation.
