In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby APPROVE the application made by you
Proposal: Residential development comprising 35 dwellings, 10 apartments at: and retail units with apartments over with parking areas and landscaping Phase 4 Of Lower Pulrose Development To Replace Elm Avenue And Oak Avenue Douglas which was considered on 14 May 2004, subject to compliance with the conditions specified on the attached schedule.

Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, bylaw, order or regulation.
Note 2: No works may be commenced until such time as -
- the time for requesting a review of the initial decision has expired; or
- any review of the initial decision has been completed; or
- the time for requesting an appeal in relation to the decision has expired; or
- any appeal has been completed.
Note 3: Rights of the review of the decision are attached.

- The development hereby permitted shall commence before the expiration of four years from the date of this notice.
- All services must be laid underground, and all soil-stacks constructed internally.
- This approval relates to drawings numbered P01, P02, P04-10, and P015-31 date-stamped 25th March 2004, and to drawing no. P03 Rev. A date-stamped 10th May 2004.
NOTE The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
NOTE The applicant/developer is recommended to consult with the Housing Inspectorate with regard to compliance with the Housing (Flats) Regulations.
NOTE Prior to work commencing on site, the applicant should apply to DOT (Highways) for a highway closure in respect of all parts of the existing highway where it is proposed that highway rights should be extinguished under s33 of the Highways Act 1986.
NOTE The Fire Prevention Officer recommends consultation with the Fire Safety Office in relation to: (a) access for fire appliances and the location of fire hydrants; (b) the Fire Precautions (Flats) Regulations 1996; and (c) the positioning of fire doors and the provision of smoke alarms.
This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
