The Old School is a prominent building next to the highway. The site is adjacent to the playing fields of the new school and thus the building is quite visible on approach from Mines Road to the west.
The building is now a dwelling but has no garage for the parking of vehicles. The south west elevation is two storey although the rest of the building appears to be single storey because of the difference between road level that of the curtilage of the dwelling.
It is pertinent to note that the Foxdale local plan 1999 still refers to the site being a school and playground but approval was granted under PA 95/068.
It is proposed to build a flat roof extension on the south west elevation to accommodate 3 garages. It would measure 6.2 metres by 15.4 metres in length. The flat roof would be bounded by a low decorative balustrade. The details provided do not provide an accurate representation of what is proposed. This should be a condition in the event of an approval. There would be access to this upper level through the existing french doors and it is intended to use this area as a patio. It would be unfortunate to have this patio area covered by greenhouses/sheds etc.
The extension would be visible but the building has already lost some of its character. The white uPVC windows are for instance, inappropriate. There seems to be a number of cars within the curtilage of the site; the new garaging may tidy up the site and the extension would be a satisfactory alternative to siting a garage elsewhere within the curtilage.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval related to drawing numbers AL - 01, AL- 02, AL - 03, AL - 04, AL - 05 and the information submitted on 9th February 2004.
C 3 . Prior to the commencement of works, futher details, which should include a large scale drawing, of the proposed balustrading should be submitted to and aproved by the Planning Committee. The approved balustrading must be in place as shown on the submitted drawings before the garaging is available for use by vehicles.
C 4 . The garaging must be used for the parking of domestic vehicles only in association with 'The Old School.'
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 1983 (or any other Order revoking or re-enacting that Order) no garden shed, green house or tanks for the storage of oil for domestic heating shall be erected on the patio area.
C 6. There must be no discharge of surface water to the main foul sewer.
C 7. No part of the proposed development may be constructed nor any trees planted within three metres of any public sewer either at the time of construction or at any time in the future.
N 7. There are no known existing surface water sewers within this area. The applicant is required to establish where the existing surface water from the property is disposed and discuss this matter with the Drainage Division prior to the commencement of works.
N 8. The line of the sewer must be identified to the Drainage Division before the commencement of works.
N 9. The vehicle footway crossing should be constructed in compliance with Manx Roads 2.
