Background
Ballalough Farm is situated in the Parish of German. The farm is located on the Poortown Road approximately 1 mile from Peel. The farm extends to just over 100 acres and is owned by the applicant's mother, who fully supports the application. The applicant currently grows barley, hay and keeps livestock on the farm, including horses, which are stabled there.
The applicant studied farming at Bishop Burton College in East Yorkshire and has lived in the existing farmhouse all his life and has farmed Ballalough for the last 23 years. The farm has been in the family's ownership since 1950. The applicant intends to continue living and working the farm in the future.
The current situation
The date of the original farmhouse is not known but the front extension to the house was probably built in the 19th century. Despite the house having a new damp course, being re-plastered and re-roofed, the house is constantly damp, particularly on the west gable wall. The farmhouse has been in continual occupation.
Prior to submission of the application, the proposals have been discussed with the Planning Officer and the Forestry Division of DAFF and the guidance obtained from these sources has been included in the submission.
The proposals
The drawings show the proposed dwelling sited behind the current farmhouse which would be demolished when the new dwelling is constructed.
The proposed dwelling has been designed to conform with Planning Circular 3/88 New Agricultural Dwellings and Planning Circular 3/91, Guide to the Design of Residential Development in the Countryside.
Siting:
The proposed dwelling has been sited within, or immediately adjoining the main group of farm buildings;
Well set back from the public highway;
Approached via the existing farm access.
Design:
The design includes pitched, slate (or slate-like) roofs;
Walls finished in roughcast render,
Windows of vertical proportions, set on concrete sub-cills.
The setting of the building and landscaping as part of the overall design is shown on the drawings submitted with the application. There are no appropriate farm buildings which would be appropriate for conversion to a dwelling.
